Reason: When downgrading from a higher version of MACOS, or when wiping the disk, just format the partitions without wiping the whole disk.
Solution: Reinstall the system, when wiping the disk, the default display only partitions, in the disk tool, to select the entire hard disk, partition format selection Mac OS Extended (Journaled), and then install MACOS.
